Recharter Procedures

Step 1:

Preparation

a. Set up Membership Inventory and Uniform Inspection dates in the unit.
b. Set up a Charter Review Meeting with the head of your chartering organization.
c. Obtain advancement records and training information from the Unit Secretary.

 

Step 2:

Review Contents of the Envelope

   Empty the recharter envelope and separate the paperwork into two stacks:

Information stack
a. Membership Inventory Instruction Sheet
b. Insurance Information (overview of BSA Insurance)
c. Accident and Sickness Insurance Brochure

Rechartering Paperwork
a. Charter Renewal Roster (computer generated NCR form)
b. Unit Renewal Application Instructions
c. Charter Renewal Worksheet
d. Charter Renewal Overflow Pages (NCR form)
e. Quality Unit Application form

 

Step 3:

Review Quality Unit Award Application

   Read the application front and back.  This describes the elements of a quality unit.  Each item refers to the past year of your unit.  This document should be used in planning future unit program.

 

Step 4:

Review the Unit Renewal Instruction Sheet

   Follow this instruction sheet line by line to ensure complete and accurate rechartering.  To assist in the process, refer to the Registration Worksheet (MS Excel file). Finalize the Quality Award Application.

 

Step 5:

Signatures and Fees

   At the recharter review meeting, make certain to get all required signatures and collect appropriate monies.  A Recharter Checklist is included to help you through the process. Remember to collect registration fees, Boys’ Life subscriptions, and insurance for all registered youth and adults.

 

Step 6:

Charter turn-in

   Hand in your charter on any of the designated charter turn-in days.  Make sure that the Charter is signed by the Unit Leader and the Chartered Organization executive.  Turn in one check with the appropriate amount of money.



Cub Pack Recharter Checklist

Membership Inventory

_____ Make sure your Pack number, district, and county information is correct.
 
_____ Is the Executive Officer (Institutional head (IH) of the chartered organization) correct?  Are the name, address, phone number and date of birth of the Institutional Head correct?
 
_____ Does your Pack have the correct number of adult positions listed on the charter?  Every Pack should have:
• Chartered Representative (CR)
• Committee Chair (CC)
• Committee Member (MC)
• Cubmaster (CM)
• Den Leader for every den (DL)
• Webelos Leader for each Webelos Den (WL)
 
_____ Check all adults and boys: positions, addresses and phone numbers; that they are correct.
 
_____ Line out adults and boys that are no longer in units.
PLEASE USE ONE STRAIGHT BLACK LINE ONLY!
 
_____ Correct any mistakes in spelling of names, addresses, phone numbers.  PLEASE USE ONE STRAIGHT BLACK LINE ONLY through the incorrect information.  Make corrections directly below the name, address or phone number.
 
_____ Check position of registered adults.  Any changes: line out old position, write new position directly under old position. (See Adult Position Codes for reference)
 
_____ Change and update boys current rank status.  Use the following codes:
C = Bobcat
W = Wolf
B = Bear
R = Webelos
A = Arrow of Light
 
_____ Adults currently registered in Pack, but their name does not appear on the print out, add name to first available line at bottom of adult page.  Do not insert names between lines.  Information must include full name, address, phone number and birth date.
 
_____ Boys currently registered with unit and name does not appear on the print out, add name to the first available line at the bottom of boy page.  Do not insert names between lines.  Information must include full name, address, phone number and birth date.
 
_____ Boys and adults that are not on the print out and are not registered (new cubs or adults) must submit a new application with the recharter.  PLEASE DO NOT ADD THE NAMES OF NEW CUB OR ADULT LEADERS TO THE CHARTER.  Make sure that the application includes appropriate signatures and monies.  All adult applications must have their social security number included.
 
_____ Check all birth dates of boys and adults including the birth date of the Executive Officer (IH).  The recharter must have the birth dates of everybody.
 
_____ If adults paid with another unit or on the council level, but is active with this unit, circle the position letters.  This is not counted in with the paid adults (since they have paid already), but instead is counted as a multiple adult.
 
_____ Check with “Y” all boys and adults who have paid for Boys’ Life (in Boys’ Life column).   Check that the current address is correct.
 
_____ NEW BOY APPLICATIONS must have signature of the unit leader.
 
_____ NEW ADULT APPLICATIONS must have the signature of the Committee Chair and the Head of the Chartered Organization.
 
_____ Fill out and sign the “Quality Unit Award” application included in recharter kit.
 


Fees
 

_____ Open the RecharterWorksheet.xls from the district’s recharter website, read the instructions on the opening worksheet, then select the blue “Packs” worksheet tab at the bottom of the screen to open the spreadsheet and enter the numbers for your unit in the spaces provided to calculate the total amount due for your unit’s recharter.
 
_____ Using the numbers calculated above, fill out Registration information on the first page of the form in your packet.
